Introduction

Monitoring and Evaluation (M&E) is a critical function in humanitarian programming, ensuring accountability, learning, and evidence-based decision-making in complex and rapidly changing environments. This 5-day professional training course is designed to strengthen participants’ competencies in designing, implementing, and using M&E systems tailored for humanitarian contexts. The course emphasizes results-based management, accountability to affected populations, real-time monitoring, and adaptive learning for effective humanitarian response.

Day 1: Introduction to Monitoring and Evaluation in Humanitarian Contexts

  • M&E standards and frameworks (Sphere, OECD-DAC, ALNAP)
  • Results-Based Management (RBM) in humanitarian programs
  • Roles and responsibilities of M&E in emergencies
  • Case study: M&E challenges in humanitarian response

 

Day 2: Designing M&E Systems for Humanitarian Programs

  • Theory of Change and Logical Frameworks
  • Developing humanitarian program indicators (SMART indicators)
  • Output, outcome, and impact measurement
  • Gender, protection, and inclusion considerations in M&E
  • Risk analysis and assumptions in humanitarian programming
  • Practical exercise: Developing a logframe and indicator matrix

 

Day 3: Monitoring Tools, Data Collection, and Accountability

  • Monitoring strategies in emergency and recovery phases
  • Quantitative and qualitative data collection methods
  • Mobile data collection and real-time monitoring
  • Accountability to Affected Populations (AAP)
  • Data quality assurance and ethical considerations
  • Practical exercise: Designing data collection tools

 

Day 4: Evaluation Approaches and Data Analysis

  • Types of evaluations (baseline, mid-term, end-line, real-time evaluation)
  • Evaluation criteria and methods
  • Data analysis and interpretation for humanitarian programs
  • Learning, adaptation, and evidence-based decision-making
  • Using M&E findings for program improvement
  • Case study: Evaluation of a humanitarian intervention

 

Day 5: Reporting, Learning, and Use of M&E Findings

  • M&E reporting for donors and stakeholders
  • Visualization and presentation of M&E results
  • Learning frameworks and knowledge management
  • Integrating M&E into program planning and budgeting
  • Challenges and best practices in humanitarian M&E
